Pre-emergent herbicides are chemicals that prevent germinating weeds from becoming prominent in the lawn. They control annual grass weeds by inhibiting cell division in the young root system, leading to failure of the root system development and essentially resulting in the death of the young seedling weed shortly after germination.
It's better to prevent the weeds before germination as they are much harder to control once they've established themselves.
